Bill Seeking Sangguniang Kabataan Abolition

MANILA — Senator Aquilino Pimentel Jr. on Monday proposed the abolition of Sangguniang Kabataan (SK) in view of the general observation that it has lost its usefulness as a mechanism for getting the youth involved in community development.

Pimentel said the prevailing sentiment in local communities is that the SK officials have neglected their duties because they are preoccupied with other things although they continue to receive remuneration.

Under Senate Bill (SB) 2155 the opposition lawmaker just filed, the SK will be dissolved but the youth will continue to be represented in the municipal councils, city councils and provincial boards.

The youth representatives will be elected, like other local government officials, during the regular local elections held every three years.

“The youth representative in the local councils shall be the voice of the young people in the policy-making bodies of the local government. They will ensure the youth’s vital participation in public and civic affairs in their respective communities,” Pimentel said.(Sunnex)

  1. I agree. The Sangguniang Kabataan does NOT really serve the purpose oft its existence. For example, there are many councils that don’t even conduct sessions. And who are elected in SK? The sons and daughters, niece, nephews, granddaughter, grandson, relative, of the governor, mayor, councilor, board member, councilor, barangay captain. In short, SK has become too partisan.

    SK has become the incubation stage for those who would like to become seasoned politician in the future.

    However, I must recognize also that there are some SK officials who are doing well. Abolish SK? Yes, I concur.

      Maybe in the place where you belong SK council became too partisan but i would like to remind you that if ever the Sangguniang Kabataan will be abolished our Filipino Youth will suffer on it. Aside from that, no one will represent us in city council to present the programs and activities that we want to have.

      One of the problems that our country needs to solve is to make a plan on how to make our SK officials reliable enough to do their jobs. Such as what? no. 1 it is to organize a seminar intended for SK officials tteaching them on how to make resolutions and the like, no.2 to create organizations in their area that would lessen there burden, no.3 the local government unit must support them in every activity they want.

      These are just sort of the proposals I want to share with you. Let us not allow our legislators to amend and abolished our representative.

    I do not support the SK abolition. I support the SK reform position because the youth council is a unique and innovative provision in local governance as it mobilizes the youth for community development within their own environs (where they were born and spent their growing up years), where ‘communitarian values’ can be a launch pad to develop programs not only for their sector but for protecting the environment, developing local enterprises, etc.

    My main argument is that if reformed, the SK as an institution could actually be used as important tool to strengthen youth participation and democracy from below. True, the SK has become the incubation stage for “trapolitos.” Given the current set-up, it is not easy for progressive SK candidates to win in the election. The point is to reform the institution in order to make it relevant.

    We should also analyze the calls for abolition from other legislators. The pro-abolition bills are in fact pushing for the election of a youth rep in the barangay council to replace the SK. The budgetary allocation for the youth would be maintained, and all voters, regardless of age, would be allowed to vote for the youth representative. So in short, they are not abolishing the institution, just removing the trappings that serve as nuisance for trapos to continue their dominance at the barangay level. Approval of the pro-abolition bill would only worsen corruption, and expect political clans to push for their relatives to take the position and access the resources allocated for youth programs. thus, joining this chorus calling for an ersatz abolition of the SK would not only provide token representation for the youth, it would also deepen patronage politics.

    alvin’s post reminds me of SK’s good old days. i was a part of the first SK, the elected youths were mostly full of idealism and were truly willing to serve. Alvin was one of the few who guided us during those times.

    The SK election should not be abolished. In my own point of view there is just a little problem on why some of those SK officials cannot work and perform there duty. If you are reading this one Sen. Pimentel, we should not abolished the SK election but to reform programs that would help them.

    SK should not abolish… Ang kulang lang wala silang power sa management ng pondo, kasi ung ibang brgy. officials, sila ang nasusunod sa paggamit ng pondo ng SK.. nd nabibigyan ng pagkakataong maibigay ang mga priority projects ng sk..dapat yan pondo ng sk sila ang gagawa plan as well as the implementation. pero nd naniniwala ang mga bgy. officials kc nga wala sa batas na cla ang hahawak ng pondo

    kung sinasabi nila na nababantad ang mga kabataan sa corruption, dapat hindi lang SK ang dapat na tanggalin, silang lahat.Bakit kasi ginagaya lang naman sila ng mga bata .kung ano nakikita sa matanda, gagayahin ng bata. Para sa akin dapat hindi iabolish dapat linisin at ayusin para may representative ang mga kabataan

    I definitely do not agree to your notion of abolitioning the SK in each respective baranggays because as a youth, we must be given the chance to free speach. How can we do that if our very own organization should be exterminated? Well maybe not, but still, it is like denying our rights as a filipino citizen.

The reformation in SK will help in addressing the problems and issues in SK and to make it more productive. . The abolition of SK is just like a cut in one’s hand, would you cut it right away or would you give it a chance to be attended and be healed; in the case of reforming the SK, it would help the people be aware of what is really the purpose and why is there a need of having the SAGGUNIANG KABATAAN nowadays.     it should be abolish because it is a training ground for corruption and they are still studying.how can a youth manage there barangay while studying?they cant function well and they are unprepared to handle their duties.the tax payer’s money is only wasted through the salaries paid to inactive SK,better yet to abolish it!!!!!!!!!
